Oh it seems you forgot the first Mission of the game fr.
At templar (area 12) you must go inside the house next to the shop, You see a hidden passage there. Then you go talk the guy to find partho which its located at the swamp hut (at area 20). go inside and go to the right corner which you end up fell. You'll see a short cutscene. The. Then ask partho and go back to the house where you started. And ask him again. This time you buy a smoke grenade which cost 350. You go back to partho and drop the smoke grenade. There you can reach area 25.

I suggest you to watch crush's video ( he's making guide about how to beat Eliatopia). Just searched up eliatopia missions and youll fi d his videos. (Its also cringe though)
