Does Bargain bin change its content?

As written in the title, does the content ever change? Currently there are mainly Whipmaster and Metal wings in those bins.

Nope. Unfortunately the things in it are never deleted or removed until someone buys it.

They should have level limits for items in bargain bins because I feel kinda bad for new players that can't use the early bargain bins
