Weather effect.

This would make the game a lot more immersive, though I'd like it where low settings won't be seeing such weather effects.
Certain areas need to be played at low, and a few at medium. (From a low-end pc's perspective.)

But the weather's doesn't effect buildings like the factory Houses and shops. The area that lag Everytime is the factory safe to say that certain areas cannot be affectrd by this weather effect.
