Mystic from HH mentions how Ricky isn't around right now, perhaps he decided to accompany someone on their trip to Eliatopia or wanted to pay a visit (which is why you never see him in HH)

Dialogue - This planet is a dump! Ugly green people everywhere! My evil and dubious team E.V.I.L will arrive to the planet shortly, and so before then, guess I'll have to build up another army of bouncers .... yes, the filthy bouncers of "this" planet could prove of use to me (Evil Laughter) --- then I will give this planet it's salvation!

Mad Ricky the Ravager: Oh what's that? You want to join E.V.I.L? Well unfortunately I'm not in the mood to accept recruits at the moment, perhaps if we meet again on Helmetopia, make sure you wear a cool ski mask though, it's a definite necessity! That plebian Xantis will be my primary target. Out of all of the filth on this planet, I'm pretty sure I hate him the most!
