As far as i'm aware, the only "useful" reason for high level players to kill weak monsters is purely for grinding rune stones. Let's be real, when you are at high level, you pretty much don't care about like 90% of the other loot. And if the game follow your rule of "first come, first served", i doubt it will solve anything, since high level players can keep running and instantly kill everything before others low level players can reach the enemy (especially if the high level player is a gunner). This problem also existed in HH too with books.
In my opinion, the only way to solve this problem is to remove all runes drops from low-mid enemies, and to change mid-high enemies drop tables to get more runes chances. Of course, this can't prevent high level players from just trolling, and it's pretty much impossible to stop that (unless somehow robby disbale high level players from attacking at all in low level areas, which i doubt will happen).

Well it will surely change something because when it is "First come first served" even if player 2 kills the mob, the XP and Loot chance will go to Player 1, so by that, theres no point kill stealing because no matter what Player 2 does, everything goes to Player 1. Eventually he will stop doing it. Or if he doesnt stop, its all fine because it will just help player 1 still. I just think that monsters should respawn randomly, so people can't "spot".
