I'm more amongst the lines of Xantis being just a brain now (like the rest of the HEO and CRF related bosses), and he is merely using a cyborg human body as transport. This makes sense, because humans are hunted down by law, their organs and bodies in general are free black market fodder and trafficking (see: ongoing issue in GASP the real world). Like, it's possible, it's been a thing the CRF has been doing since launch with the monsters.
