How do you get over the roadblock near Alion City?

I took the quest from the construction dude, and I've searched all over areas #57, 58 and 59 and I haven't found any npcs who look like ninjas. If you can tell me where they are that would be nice, thank you.

just find in the area 59 12 mid theres a long wood brige there 12 mid only

(If you cant go to the trainrails thing)
1:go to burger boys
2:go to hotel, third floor. Last room to the right. Click the book
3:go to the library and talk to the red dude and use the pc on the right

(To get on the roadblock)
Go to leaflings are and go to the right and activate the bridge w 3 ppl, go there and talk to the ninja dude

Hello! If you've been to the area with the night stalkers in the cage, bring two other friends, step on the pressure plate, and a bridge will start to form to the other side of the water. There should be a ninja after you walk over that bridge. Talk to the ninja, and then return to the roadblock to complete the mission.
