They currently are bugged. I tried them yesterday for my luck on i1, but they didn't seem to work. Reset area 3 times and still didn't work. Last weekend, it was working fine. Pretty sure luck is different from probability. I see no reason why they shouldn't either. I often throw lower-stage runes into stronger mobs' drop lists to allow players both high and low to have access to them regardless of where they are. And no, I don't give a hoot about the market.

Well yes and no actually. Luck is of course way different from probability until you reach in our case undefined killing count. At the beggining getting any rune or stone is purely based on player luck, but basing on probability, after reaching some big killing count, rune/stone amount of each player should be close to equal.
