i think this is the best mayor in the game if its added.

Yeah, it's a special mayor though. He will only appear once every 4 - 7 elections. So don't get your hopes to high about him. :p

And what if there's a tie? do we get a compromise? IE: We get 2 bonuses at the same time (while they both contradict each others benefits)

A tie? I never fully considered this... I suppose then it will move into a second election where only those 2 mayors are running. If they happen to tie AGAIN..I guess we COULD get 2 mayors.. That or Robby just picks one he wants to win.
