Make a tornado can't absorb players if it does 0 damage

It's annoying, even a low damage player who does 0 damage can catch you. For example the cloud, when it could stun, could not stun you if it does 0 damage. Also, when you change weapons, the tornado will not disappear immediately, and will have time to deal serious damage in the meantime.

The suction of a tornado has nothing to do with the amount of damage it does, so I don't think I support that. Though obviously if you can spawn a tornado and switch weapons and it stays active, that should be fixed since that is a bug.

A tornado may be small at a weak damage and not strong enough to hold off players in heavy armor, they will be able to escape. Maybe with more damage the absorption becomes stronger.
