P3 drops from regular monsters

Personally, I think P3s should be dropped by Fernips and Feral Beasts as well as Scorpees and Great Frogs.

I say that if frogs of all things can drop em, have dome shrooms drop em too.

Beast drops P4, why couldn't stronger monsters drop lower stage runes, not just the highest.
