Finally making it so you can only use the skills of YOUR class

So yeah, this has kinda been an issue for a very long time, but it hasn't really been THAT much of an issue until specifically the snakes and poison zone skills were added. Especially if more skills like that are added that can do damage without necessarily the player having a high damage stat (I.E. skills based on poison damage), this will just get even more needed.
I don't really know what the best solution for this is, but I did come up with one that I think may work well;
- In order to use the skills of a class, you must have at least 10% (maybe even up to 20%) of your stat points in that particular class stat
So, for example, a level 100 has say 400 points for easy math (excluding the ones u start with obviously). In order for that level 100 to use say a cowboy skill, such as grenades or gun point, that player must have AT LEAST 40 points in Artillery (10% of their 400 total points).
This should not cause any issues at all considering for new players they start with 5 of their selected class stat, which will last them above level 10 before having to upgrade it to meet this "quota", which they should already be upgrading it by then anyways. And say a mid level player, like level 50, would need to have only 20 points in their class stat, which is basically nothing for the average level 50 player, they usually have much more then that.
Perhaps there is a better solution, but regardless, I think it's finally time this is fixed.
