Really should add in those Stage 4 Stones and Runes by now, especially with the Blizzer being a thing. In that case, the following mobs would have Stage 4 Stones:

Stage 4 Hardening Stone: Steel Block
Stage 4 Electric Rune: Dome Shroom, Scrap Bot, Moonchyllus
Stage 4 Poison Rune: Cionic Organism, Dire Rat (suggested candidate)
Stage 4 Ice Rune: Azulong, Blizzer
Stage 4 Sharpening Stone: Unknown, possible future candidates include Shadowcreeper
Stage 4 Fire Rune: Unknown, possible future candidates include Meteorite and Ophanim
