Okay, so the billboard currently has basic colors. These are as follows: magenta/pink, red, lime, yellow, blue, purple, orange, black and white (more of an off-white that also serves as the eraser).

Why not get the rest of the basic colors in? By that, I mean the following colors: brown, cyan (aka sky blue), green (#00B200 equates to "regular green;" the kind you see in books that teach children their colors) and grey. Optionally, these other colors can be added to even things out to 16 colors: tan, teal (blue/green), and indigo (the color between blue and violet).

Also, a bucket tool would be nice. It could simply be like the MS Paint bucket tool: hit-and-miss, but gets the job done.

But yeah, there's that.

or just have an input field where you could just put in a hex color.

Can't believe I'm Necro-ing this, butthis came back to my mind.

Thanks for the suggestion! I'll go ahead and add in brown, cyan, dark green, and gray into the billboard colors for next update. I would like to add more design options for billboards in the future, it's just that is pretty low on the priority list.
