I mean, how is having higher dps than every other skill, which Magic Breath has, useless? That's like saying pellet spitters are useless.

It doesn't tho. Literally mages base attack does 2-3x more damage than magic breathe. It's a completely useless skill, always has been. No, it has not "always been useless." Back when I actively tested out each skill for DPS (bar some few exceptions that were too variable to be calculable calculable like Orb Field), I put each and every skill I could test out on Excel sheets and guess what? Magic Breath at its weakest (0.6x base damage max), in a controlled simulation where base damage is set to 6000 (120 player strength and a weapon power of 50, placed against a mob defense of 20) OUTCLASSED dual-wield Storm Clouds DPS-wise! This was back in February 2021 when the only thing the skill got was a quiet nerf where its level amount was reduced to 3 from the 4 it got when it was first released (And before the tweaks to the base attack even). Now that its max damage is at 2x base damage, it's DPS increased a whopping 3.333333x, which puts it's VERY OBVIOUS DPS advantage over Storm Cloud at 4.17x as opposed to 1.25x back when Magic Breath was at its weakest. This is Single-Wield Magic Breath vs Dual-Wield Storm Cloud, mind you!
The fact that Magic Breath MURDERS Storm Clouds DPS-wise should automatically make it more powerful than Storm Clouds. Again, this is a complete "calling Pellet Spitters useless" situation.

I didn’t say it wasn’t stronger than storm cloud, I said it was useless, because storm cloud is useless as well. Sure, magicbreathe now does 200% base damage, but as I explained in the original post, the base damage calculation for mage is flawed because of the orbs. 200% base damage is the damage of 2 orbs. When I can very easily land 6 orbs per attack WITH rune damage (magicbreathe does not do rune damage), you cannot tell me that magicbreathe is stronger than that. The mage basic attack is stronger than magicbreathe + storm clouds combined, largely because of rune damage.
This is also not mentioning you must stand completely still for an extended period of time to use the magicbreathe attack (which makes you an easy target to take damage and die, or have your forcefield break and be stuck for 5-6 seconds not able to move at all, or both), and it costs a fair amount of mp, both of which are not true for the mage basic attack.
Again, I am specifically talking about high level gameplay here, where every classes are reliant on skills, but mages skills are actually weaker than their basic attack.
Also would like to add, I currently am a mage, the 13th highest level player in the game with over 300 magic and a rainbow set & wands and I can barley kill saw guardians, where as warrior I 1-2 hit them. The reason I switched to mage was to see what the issues were and try to fix them because there are hardly any high level mages. I am speaking from experience here, the skills are completely useless.

Thanks for the detailed breakdown! I went ahead and got at least something from this added for now. I added another branch to the storm cloud skill that is semi-similar to the one you suggested. Adding new skills can take anywhere from 20 minutes to several hours for one, so that may be all the time I have to put towards this for today. But if you could bump this sometime next week, I'll try and see about getting some of the other changes you mentioned in as well.
