Small new pv thing

Basically it expands the guild tab so that you don't need to go back to the guild house because it's always closed.

For this I could see it being worth 30 Emeralds

So since it basically just gives access to the guild menu so you don't actually need to travel there you get access to (if you're owner)
-Editing Guild flag level req and desc
-Kicking members
-Accepting/Denying members
-Able to request to join guilds
