Report players forum section

With the growing amount of reports against players I think it's fair and time for a new forum section regarding it. Also this will stop nerds from reporting their crap in bugs and errors.

Oh yeah support, HH forums had that so I really don't see why Eliatopia can't have it's own useless board to prevent report spam (which, for me would make two since NOBODY reads my market threads).

Also interests and stuff, why doesn't Eliatopia have those again? It's literally running off the same fork so I don't get it.
