I think it would be better if you increase the defense of shields since it's very expensive, and decrease the upgrade cost... Shields are very underrated hope that you give it a small buff (or add one general skill for shield) to make it more useful yet affordable.

Shields definitely need some kind of extra skill to make em worthwhile, and I 100% agree that they should be able to be hardened.
As for the ability, I think some kinda rolling type shield ability akin to Kingdom Hearts would be the best way to go about things, and pretty much guarantees easy usage for all (able) classes.

Yeahh, i like that skill idea of yours, also bumping an enemy using shield to knock them back is pretty cool, as well as blocking normal attacks (or just bonus deduction of damage taken when the enemy attacks you while facing the shield)

I have mentioned that blocking in HH was rarely used, so no kinda blocking move specifically, I was very much thinking something like rolling into an enemy and bonking them away like that. That way you get both a defense boost, and a neat way to create distance.
