There should be a way for you to steal items but with a very low chance of succeeding. And if you get caught all your money in atm and on hand will be taken and the item(s) stolen will be put back. AND when you try to buy things they will cost 100 more coins

I don't see the point in this. You can easily bypass the money part by throwing all of your money onto an alt. Even if you couldn't do this, the only way you could benefit from this is either if you are a new player, or holding no money at the moment.

also the factor of making alts to steal big items and getting easy money when selling.
