I've seen mages unleash multiple clouds at once because of the lack of a cooldown. This is two clouds from just one mage. You might wanna have it so there is a cooldown equal to how long the clouds themselves last.

Well, this storm spamming costs mana .... and mana, unless you're near a bench, costs $ ....
personally I doubt a change is needed, but if PvP becomes more of a priority in this game, maybe I guess (watch there be a dedicated PVP server again ....)
