I just want to ask why the Emerald vendor at Alion City and Teplar Village are the same but the Item vendor is not?

Is this a bug or not?

Nope it is supposed to be that way. Emeralds vendors are connected to give everyone chance to buy for the same price, while item vendors are dedicated to certain lvls gear-in teplar you usually see low lvl items while at alion you are supposed to buy better equipment.
