I think he's just moving.
This bug is pretty old and I thought it was patched. You don't heal when this happens. (At least that's how it was months ago)
yes if that's what I was trying to say that he took "advantage" of the bug

he did not take advantage, this often happens when there are +4 players in the zone with a lot of movement
