Dumb dumb theory

Okay this is not like the other time I had a legitimate story theory, this is more of a question and/or headcanon.
Why would the guild hall and Hall of Fame exist?
SIMPLE, the guild hall is a place where people can report "terrorist groups" in Eliatopia, note how there are no guilds with Eliatopians in them, it's a rigged system made to criminalize human groups, activists and fighters alike, under the same banner.
The hall of fame is also a hall that showcases some of the most infamous criminals, "80k squisher kills" shows how that person is a demented sick fvck who has stepped on 80k "ants" in Eliatopia for kicks. The pvp podium and other podiums are more literal, I mean, 10k kills in the woods? That's a criminal right there, keep your kids away, vote for xantis!! /s
tl;dr it's all there to show humans as murderous criminals, perfect for Eliatopia's anti-human sentiment.
