Is it save to buy runes now?

There are still plenty of runes available in vendor. I am not sure if those are leftovers from the "item drop bug" or rune drops have been increased recently.
Therefore the question, is it save to buy now or do I have to fear they might get wiped later? Especially after applying them to an item and risiking to lose the item as well?
Any suggestions?
