Robby probably knows how to get e1 runes and there are many reasons he's not answering this topic right now: Robby is busy fixing all the bugs from the last update that added electricity, Robby needs to add it to the drop list of a monster (or two), Robby needs to add monster that drops electric runes, electric attacks are slightly bugged and are being worked on by Robby and Flashlight, etc.
Most likely Robby & a few others are featuring them and fixing the bugs before the electric runes can be made publicly available. Worst case scenario, weapons enchanted with electricity crash the game when combo with skills like Arrow Hoard (archer) or Money Shot (gunman).
For all we know the creators are adding an electric smash skill for the Warrior class. Be Patient, the electric runes will probably become available with in a weeks time. If not then they're either being removed or are buggier that Robby/Flashlight even anticipated.
