1. How much will guild cost
2. Will u be able to make a min level req for joining guilds
3. Will there be exp rebalancing since it is so hard to level in the higher levels

Well I can answer question 3: its only hard to level in the higher levels because high level players could tank/damage enemies that have way better stats than the current ones.
