This is a bug I have noticed while playing Eliatopia on my phone, which has a uhh...dunno one of those really big resolutions, basically above the 1366x768 screen my laptop, aka my main way of playing, has. Basically, even if I set the zoom level as far out as possible (aka actually being able to see my surroundings), the game will always reset it to it's preferred setting everytime I switch the area. I don't know if this affects PC users with a giant display aswell but I believe this is just dumb, we shouldn't force players to keep resetting their zoom level everytime they switch the area just cause their phones are really big. This problem is not present on my laptop, so I'm gonna guess it's either a mobile exclusive thing, or your resolution has to be as big as your shlong
tl;dr The game, atleast on phones, resets the zoom level back to whatever it feels like it, if your resolution is large.
